The seller signs over the title, the buyer applies for a new title in their name, and a bill of sale documents the transaction. Florida does not require the bill of sale to be notarized, though it is good practice to have the seller's signature witnessed, and some buyers prefer a witnessed or notarized signature for added certainty.
Florida publishes a standard bill of sale, Form HSMV 82050, that captures the buyer and seller information, the vehicle's year, make, model, and VIN, the sale price, and the odometer reading. A federal odometer disclosure is required for most vehicles at the time of sale, so be accurate with the mileage. The Florida title itself also contains a transfer and odometer section that the seller completes when signing the vehicle over.
